When Does the Protection Right Expire?
Expiration of the 10-Year Protection Period:
The protection period granted for the integrated circuit topography is 10 years from the application date, and the right expires at the end of this period.

Waiver by the Right Holder:
The right holder may voluntarily renounce the protection right. In this case, the right expires before the end of the protection period.

What Happens When the Protection Right Expires?
The subject of the right becomes public domain and can be freely used by anyone.
This is announced in the Official Patent Bulletin.
