What is the EUREKA Program?

EUREKA is a market-oriented international R&D collaboration platform aimed at developing products and processes that can be commercialized in a short period.

Established in 1985 by 18 countries, including Turkey, and the European Union, EUREKA has supported over 2,500 R&D projects to date and has generated over 25 million Euros in R&D volume.

The program aims to increase R&D collaborations between companies, universities, and research institutions, fostering innovation and the development of market-driven technologies.

EUREKA's Main Objectives

  • Developing products, processes, and services that can be commercialized in a short time through bilateral and multilateral collaboration projects.
  • Ensuring close cooperation between countries in strategic technology areas (Umbrella Programs).
  • Enabling long-term R&D collaborations between sector leaders in Europe (Clusters).
  • Supporting SMEs’ R&D projects more rapidly and advantageously (EUROSTARS Program).

EUREKA Member Countries

As of 2020, there are 42 countries, including Turkey, and the European Union that are members of EUREKA.

Full Members: ✅ Germany, United Kingdom, Spain, France, Italy, Switzerland, Israel, Sweden, Netherlands, Norway, Belgium, Finland, Poland, Czech Republic, Denmark, Portugal, Romania, Hungary, Greece, Slovenia, Slovakia, Turkey, Ukraine, Serbia, and others.

Associate Members (NIP - Associate Members): ✅ South Korea, Bosnia and Herzegovina, Albania

Associate members are not full members, but they can participate in projects with member countries.

EUREKA Support Programs

1️   Who Can Apply?

All organizations creating added value at the company level, regardless of sector and size
Universities and research centers
Industrial organizations and technology development companies

For the application, at least one participant from two different EUREKA member countries is required.

2️  Supported Expenses

The following expenses for companies participating in EUREKA projects are supported:

✅ Personnel expenses
✅ Domestic and international travel expenses of project personnel
✅ Equipment, tools, software, and publication acquisition costs
✅ Domestic and international consulting services
✅ Services received from universities and private R&D organizations
✅ Patent, utility model, and industrial design registration fees
✅ Material and consumable expenses
✅ Certified public accountant fees

 

There are no time or budget restrictions for the support provided for EUREKA projects. Companies can receive grant support throughout the duration of the project.

EUREKA Support Rates

Support rates:
✅ For large companies, based on determined R&D expenditures
✅ For SMEs, a certain percentage of grant support

Grant support is provided throughout the duration of the project.

 

How to Apply for a EUREKA Project?

Application Process:

1️⃣   Develop the R&D idea into a project
2️⃣   Find foreign partners (at least 2 different EUREKA member countries)
3️⃣   Prepare project application forms
4️⃣   Complete the project evaluation process and obtain the EUREKA label

For supported projects, applications must be made periodically to TÜBİTAK.

Application Periods:

  • January 1 - June 30
  • July 1 - December 31

 

Post-Application Process:

  • Preliminary evaluation is conducted by TÜBİTAK.
  • A sworn financial auditor's report is prepared.
  • Projects with the EUREKA label can receive financial support.
